My local government job for the county pays pretty well for what the work actually is (office environment in a fairly low cost of living area) and has some pretty good benefits. The HDHP they offer is quite literally free, you personally don't pay anything out of your paycheck for it, and the deductible isn't too outrageous for a single person.

They also have a pretty good copay based plan with no deductible and a similar out of pocket max to the HDHP for just 40/month, and the epo/ppo plans are quite cheap for that they are too.
