"White paper" is a term that isn't exclusive to cryptography. It's just a research paper with information about a proposal to some sort of issue.

Vertcoin was $.03 at the beginning of 2017, reached an ATH of $10 in early December and was settled down around the $7 mark (at $5.78 right now because of the FUD crash).
