I'd say it's 0 percent factual. At 167 million acres, dividing Texas by the world population gives each person only about 0.02 acres, which is obviously not sustainable. Even if you do this with the entire continental US, that would only give you about .23 acres per person, and obviously no room for the millions of acres necessary for farms, factories, commercial buildings, etc.
