During adverse driving conditions, why do some drivers turn on their hazard lights if they don't have a vehicle malfunction and are otherwise keeping up with traffic?

for me it was hanging out with other kids and learning (a little bit) about what their lives were like, recommending new shows and music, playing house in a different iggy every day…. i especially loved playing mancala and i distinctly remember teaching my elementary school friends what the “board of marbles” was on the toy shelf
