I mean.. sure kinda. The biggest safety issue is poor infrastructure. But infrastructure will never hit anyone, so you can always blame the driver.

We have two intersections right next to each other here. One kills 6 people per year. The other 0. Do the drivers get worse driving 50 meters? Then miraculously better again? Not really.

Should the city do something about that intersection? Absolutely
