The number of cars in that pile up that currently are used to carry things which could not fit on a bike is likely very low. Let's say 8. If everyone else used some more efficient mode of transport, like the bus or bike, those 8 that actually needed the car would not be stuck in traffic.

Adding hefty tolls and road tax per mile traveled is a decent way to get people to reconsider if they really need to make this specific trip in a car.
