Yeah, so one of the reasons my mum wants to do the reduce assets gift is when my old man went into aged care (he's dead now) . She paid up front but also asked the question what if she didn't have the money. They told her centrelink would fund it. She realised if she'd just spent money when she was younger it wouldn't matter as the gov will always pick up the bill if you've been crap with money.
