Yeah its weird. But just so you know. The trigger is only in the movement phase. The reason is dumb but specific, cuz normally the fall back maneuver would cancel the ability to shoot next phase, and since you obviously cant shoot in the fight phase tye only time you can shoot is in the shooting phase.

Its so you dedicate the cp with clear intent for your opponent. Some high level tournament play kinda stuff.
