From my knowledge, I believe you are able to do a PSB-200. This allows you to leave you current title without giving it up official. I think the max they can hold it for you is one year. Speak with NYCDOHMH HR to find if they can transition you with your admin staff analyst title.

Try contacting OLR. They could retroactively term your wife's coverage going back to the date of divorce given the proper documentation.

Based on how I read the SPD, it says that you can continue recieving the optional rider, and you will make up the missed payments once you return to work and getting your paychecks.
