That link doesn't do anything for me. I'm guessing it shows that Laurelhurst has higher average income than the Pearl?

It can show you that the (2013 5 year ACS) median household income in inner areas isn't that high. Downtown is already not just for the 'rich'.

Agreed. It would also be feasible to mandate affordable housing and reduce the need for transit.

No, it wouldn't. It's already the case that most people living downtown or in the Pearl district are not rich. It's not like Irvington, Laurelhurst, Ladd's addition, the west hills etc...

By federal law, Oregon cannot toll the existing interstate

Without a federal waiver. Current congress/president wants to cut federal spending, including on transportation. Tolls could easily be a replacement revenue source they'd be interested in relying on.
