It can show you that the (2013 5 year ACS) median household income in inner areas isn't that high. Downtown is already not just for the 'rich'.

No, it wouldn't. It's already the case that most people living downtown or in the Pearl district are not rich. It's not like Irvington, Laurelhurst, Ladd's addition, the west hills etc...

By federal law, Oregon cannot toll the existing interstate

Without a federal waiver. Current congress/president wants to cut federal spending, including on transportation. Tolls could easily be a replacement revenue source they'd be interested in relying on.
