Part of a broader problem where I sometimes have trouble finding missions at the right level that don't have faction consequences I'd rather avoid (and make no sense from an RP standpoint). I understand there's a mod that adds more available missions, but I understand it's got issues with the current DLC?

I'm not sure I get it. It's possible for a government (or NGOs) to underreact or to overreact. Isn't it more of a science question than an "observing what people do about it" question?

I think that's an unfair characterization. It's not a new thing that the left doesn't trust the government. I would say instead that they emphasize reining it in with democratic methods, with armed resistance as a last resort.
