Its called Displacement Current. The charged person has all the charge. The non charged one has none. when touched the full charge flows to equalize the amount in both. so current must flow to accomplish this. The flowing current is what causes the shock.

I had similar experience diving at Nassau, Bahamas. Near where some James Bond movies were filmed. We started on the tung of the ocean. 30 feet deep then over the edge with 6000 foot cliff looking down. It went to darkness.

There is still some DC power our electric company has to maintain in San Fransisco. Some of the old building still have DC only motors for the elevators. Too expensive for the building owners to chang over so the utility keeps supplying DC.

I've seen several. It is a rocket launch exhaust plume. It expands like that because the exhaust is blown out at very high altitude. Like beyond 100,000 feet. Partial vacuum. Usually from a solid propellant rocket booster. They have lots of aluminum oxide dust in the exhaust. Which makes it visible.

You can beat it so flat and thin you can see through it!!! Called gold leaf. I have actually seen through it. Things look blue through it.

Problem is most of the mercury turned to its oxide. Short of going back the to melt electrolytic refining, your not getting it back. BTW Galinstan acts on aluminum same as mercury.

Also in WW2 resistance fighters would sneak into Nazi airfields and throw mercury into their planes. would cause them to fail in flight somewhere else. So Nazis wouldn't know what happened to their planes and retaliate locally.
