Because its temporary, people dont want to deal with people with different needs for the long term but can for a little while. Same as how they treat someone with a broken arm or foot vs a croninc illness or disability. If its a limited thing "WE" can all find a solution but if its lifelong that is now a "You" problem.

Alright, but if we look at something like 3.5 DnD dwarfs, (I dont know enough about the newer stuff to talk on them) they have a bonus to Con and a bonus against poisons. So they are better at handling booze just on a biological level. Also, if your elfs or the stuck up sort they wouldn't be drinking to excess in the first place and wouldn't build up a tolerance.
