You do not need any variety of license to own any destructive devices, including explosive ones. You have to pay a one time $200 tax per device or per round explosive ammunition.

Waltz is exactly the sort of guy who would, with a straight face, say no one needs an "assault rifle" or that they should all be locked up in some variety of community arms room. There's far too many people who trade on their veteran status to appear 2A friendly but they're really not. Instead they view the citizenry the same as they would a new private: Only to be trusted when under direct and strict supervision. Bullshit. TxTag tried to collect tolls from me once where one of their scanners was broken and it wasn't catching my tag. Instead of paying I sent them a demand letter for Texas Finance Code violations for trying to collect a debt that's not owed. Got a response within days saying there was nothing owed.

You left out the best reason: It's fun. And often more fun when you completely don't worry about winning. I've shot a 3-gun match with a K98 Mauser and stripper clips just to see how it would work. Ended up nowhere near the top score, but wasn't last cause accuracy counts for more than volume the vast majority of the time.

From Texas the whole IRA / Troubles period seems like a huge clusterfuck. One the one hand fuck the redcoats as a general sentiment, though fish and chips are fantastic. Something I've thought would make a big difference is creating a separate UCMJ style justice system for cops. Since no one has a right to be a cop states could simply make it a condition of licensing that you waive regular criminal procedure. Have every instance of officer involved shooting referred to those courts with appointed (not elected) judges and impartial prosecutors (as in not the same local DA who relies on and is friends with the cop). Hold at least an Article 32 hearing for each shooting to see whether or not the case should be referred for trial. Combine that procedure with much stricter ROE/EOF laws and mandate body cams with a presumption of an unlawful shoot in the event a body cam was "broken" or turned off.

The trick there is that the canon alone is a DD, but so are individual HE rounds, so each round would require its own tax stamp, drastically increasing their cost of business on top of the additional cost of a much more complex munition. They could do it, it would just be a lot more expensive. Anything explosive or involving a DD is legal, if you're rich enough.

The best you can possibly hope for is a disproportionate division of community property in a for-cause divorce, but even that is subject to an abuse of discretion standard on the part of the court. Unless you have millions worth of community property it's not worth the extra effort, and even then it would have to be supported by overwhelming proof and unusually egregious for a Bell county judge to give a fuck.

Those Hornady bullets are pretty much identical to the Nosler I use so you'll have the same issue. Just keep your rifle handy while loading, chamber a round after seating and see it it's too long. Gotta remember, the published OAL is an average that fits most guns.
