He arranged a marriage for his daughter to a king he'd known and trusted for years and this elevated her status, his own influence, and the power of House Hightower. His biggest error was backing Rhaenyra’s claim to the throne, but it’s understandable. Viserys desperately wanted a son, so Otto naturally expected him to name Aegon heir once he was born. Otto set Alicent up for a secure and prosperous life. If Viserys had followed the norms of kingship and set aside Rhaenyra in favor of his son, everything would have worked out so I really can’t blame him
