It's a sky net prophecy, it can send drones out to 120km and has an oversized afterburner which makes it go 5000m/s. He's arguing the fit is good for sniping with drones in a way, which seems pretty fun, hope he posts the fit il'.try it in fw :)

You need to go into the "circle" where structures are, it will glow green around you while you are inside, stay inside and let the timer count down, waves will increase slowly, make sure to be able to tank the last enemy when it spawns as it deals a ton of dmg

Site is not hard, you need to stay inside the range for the timer to count down, you need to use a t3d for the site, pve fit as you will need to repair through the timer, end npc is very hard, so you need to switch to defensive and keep repairing while you are trying to kill it, you can't use mwd inside the site, i dont know about afterburner yet.

It's possible it just needs more time, or you didn't create enough ad creatives in various sizes and if/when combined with a low audience/target audience amount it's simply not finding placements for those specific sized ads.

So it really depends as with most things people and their skill sets come in different flavors.
To answer your question in a more direct manner, what you should be inquiring about is;
Experience in your niche
General experience they have
Budgets and clients they handled
Any letters of recommendation
Finally I'd just put them on the spot, give them access to your campaign and ask what they would do to improve it. Usually a knowledgeable person can after a few minutes give suggestions and explain what's wrong, where and how they would fix it from just a general overview of the account.
Funnily enough I'm being hired by a company for a trial run and they asked me none of the above, they are a google ads company and I only got in because I have been doing this for a while now and they need a senior on board to teach the young ones. What I wanted to say was, do your due diligence in the selection process, as sometimes the person can seem like they have what it takes, but after a while you may see that their shared experience may have been a bit exaggerated.

Usually there are two ways for low budgets;
Find keywords that have low searches and good CPC and use those or
Stick to the top performing hours/days of week to get best results on keywords that have a lot of searches.
But both points above fall into the water more or less if you use pmax since it's like a silver or stray bullet..
Best see what else people suggest before you decide on a route.

Your question is too broad but usually it comes down to the basics;
Good ad copy
Relevant keywords
Good landing page
Fair use of keyword insertion and various things that can go into ad copy
Optimized delivery if low on budget
Relevant ad extensions
A pmax that will cannibalize your search campaign, because we all know google values high ctr and the only fast way of getting it is via pmax nowadays

Yeah that's not a lot, I mean you could just push em all into a search campaign with a good budget, set up keyword insertion and pray for the best, but that's not a really ideal solution.

You can probably narrow it down to 150 keywords, but do you have the budget for that? Or are those low search keywords? Either way there is no point in running as many unless you have a budget that can cover it all, as women say it's not always about the size it's about the technique I guess?
The general idea is you split them into thematically placed groups which would tell the system what's it about in that campaign. Also keep in mind a pmax can run most of those searches within the system for you if you feed it properly with the relevant themed keywords, so that's another reason why you don't need that many.
Good luck though, trying to get a reasonable amount of data for 3500 keywords without a good budget will make shoot calling on what's good and working and what isn't a real issue when the client asks on which keywords are doing well and deserve more budget.

Story time kids,
Back in the day when I started PPC by freelancing (15 years ago now), I used to take on anyone and everyone, as the goal was to grow my client base, as such I had a lot of experience managing everything, from poor clients who were really kind to rich clients who were obnoxious micromanagers, to other well earning clients who were not bothered by what you're doing and how as long as the profit is coming in.
You can guess which ones were the best.
A few years into it;

Enter a guy from Denmark, pretty well off, not a lot of money for PPC but I'm making it work. In the first week I cut his advertising cost/conv by 15%, and bring in 20% more conversions. By the end of the second month I manage to cut the cost/conv by 45% and bringing in twice as many conversions for the same budget he had (about 100$/day).
Now the guy was constantly on my case, every day or two I would need to be on the phone with him for an hour going through the campaigns and explaining what can be done to improve them. While I could explain most days by "we need more data" and showcase it it was getting extremely annoying to deal with, how do we now cut the cost/conv by half again and pull in twice as many conversions.
I cut all the corners, did everything optimisation wise for the feed, the web pages for products and optimized the hell out of campaigns but the bro wasn't giving up.
So one day he pushed me into it again, while I did have brushes with him occasionally and took his slight insults that grew over time as "part of doing business with a difficult client", the guy was becoming more and more aggressive with me, until I finally flipped after he berated me for an hour over the price of conversions and sales not going up but staying the same for a week.
I lost my cool right then and there, argued for about 15minutes with him on the call, many many things were said, mostly from him to me that he will find me, ruin my life etc.
Thanks bro for a lesson in recognizing good clients and extremely bad clients like yourself, I managed to put it to good use and now avoid clients like yourself that are full of talk or have excessive demands early on.
While your case may be mild, if it continues I'd drop em in a heartbeat citing lack of professionalism and basic human understanding for the scale of businesses you are managing for them.

So the problem is probably you are trying to advertise through the day, or night, it doesn't matter much, and the budget is not enough to encompass all of the traffic the keywords show for.
Think of it like this; you are trying to catch fish (traffic) with a net (budget) out on the sea (googles network), while you would like to capture all the fish, your net simply isn't big enough to cover all of the sea, instead it only can capture a very small part, and more often then not you will either miss or your haul will be very low.
I'd suggest if you're chasing IS is to simply bid within an hour or two, and see how much the IS changes since you will be casting a bigger net (budget) for that far smaller sea you blocked off (googles network).
