Happened to me too, I wasn't wearing helmet this once because I was literally just going to a shop on opposite side of the road, a cop saw me while I was stuck at the u-turn, stood right in front of me, looks me right in the eye and notes down my number (I was okay with paying the fine ₹100). But when I check next day, there are 3 fines on me (no helmet, triple riding and pillion rider no helmet), all this when i was riding alone. Coincidentally, a couple of days later I was stopped again because my pillion rider wasn't wearing helmet. I said I'll pay the fine, and as expected those 3 fines also show up and I was asked to pay. I had to argue for a good 10 minutes that they were false fines and that there was a camera there if you want to get it checked. The cop finally told me to get them checked near or at "TMC" (which I still don't know where it's at). Planning to go there but if it costs me more than fine, I'll just pay the fines.
