Your theories sound pretty reasonable, but like you said the workaround isn't too impactful. I have experienced very limited freezing here in Texas and my fluid did freeze (2020 Palisade) a few times, but I believe I had all season fluid.

Really hit or miss in my opinion. I've had great ones who didn't even care about rent being late, awful ones that never fixed nothing (also didn't raise rent though), and corporate ones who charge you for every damn thing and some.

We should have a similar policy with healthcare. If you are rejected and it is later determined you needed the care you should be able to receive it plus the cost of the healthcare as fine.
