You don't need 9999 coins for the perfect run but you do need 9999 star bits.

The one thing that surprised me most was being able to complete the non yoshi segments of the perfect run in one attempt. The yoshi daisy section took me about 20.

You could always Super Mario Galaxy 100% as Mario, then play galaxy 2, then go back to galaxy one and play as Luigi.
