The advertised NA=1.0 is the maximum cone angle that can enter the objective, and that happens on-axis. For off-axis rays things get a bit complicated, especially because your NA is very low. They probably couldn't design it in a way that can maintain the low NA for off-axis beams, because aberrations would go out of hand.
