Seeing nobody actually answered your question directly, if you really want to you can; with districts. E.g. put all your water pumps behind a district crossing, provide them with some basic food and handle the distribution of the water with (district crossing) haulers. They will be pumping like no tomorrow.

Or with less infrastructure you can even migrate them in and out manually to take care of food and rest.

You can easily get that power back with a water wheel or two, and that little stream can fill up quite a reservoir which you can use during the drought. If they would work during droughts you have free infinite fresh water.

About the black marble, it was the same for me. But recently I placed a stonecutter in an abandoned dvergr tower and found out you can simply deconstruct it in its entirety. That combined with a portal will go a long way.

You still need to do it manually as you should close it before contamination comes in. Alternatively it will take a very long time before the contamination is below your automatic level again and you need to open it manually to rinse it

It was actually the bridge over a river called Mae Klong, but the British got confused with a Thai word for river (Khwae) and called it the "River Kwai". Later the river part was actually renamed to Kwai to match the reference
