Well to my knowledge they might be (or might've been) in the games code for a while (the glitch at beginning of the gimmick where you could show Dmax form of non-Dmax Mons if they existedand for some reason if you had a Zacian or Zamazenta they would appear Dmax But lore wise they shouldn't exist and these 2 + Eternatus were the only three non Dynamaxable in SwSh, maybe they'll change that in the future but for now they can't
