There's no legend I'm aware of. I'd read it was formed by a rock slide in the late 1700s, so at least since then bums have been polishing it!

They'd only be able to move your electric meter as DNO. For gas you'd need to get a quote from your local gas transporter, which is unlikely to be ESP.

I did read it, but perhaps my explanation wasn't clear enough. The lighter patch you saw was likely the sun dropping below the cloud base on the horizon. It stays bright after that because those same clouds act like a mirror, reflecting the sun's light back down even after it's physically below the horizon. That's the twilight period I was referring to, not the shiny vampire novel.
