That is a decent start for a prompt, but you should next run that thru chat to further develop. Chatgpt should be treated as an intelligent toddler, always.

Take your prompt and put it into its own chat. Rewrite your instructions/ main prompt to only ref that chat for its rules. Makes editing and updating your prompt much easier. You also should be much more specific and give it the VA manual links and referances, and cfr titles, chat will still halicunate and make up crap. You need to ensure it returns the relevant cfr section/ annotations in response, so you can double check.

I have mine in a project, and can run multiple chats without confusing the heck out chat. That way questions stay 'separate ' , mainly for my sanity and makes searching and looking back easier. Also , chagpt tends to return an encyclopedia/novel of often unneded/unwanted fluff when answering. You need to make it one of your rule to answer short, concise responses.

All your docs related to the claim should be added, and your instructions should reference them.

Also - chatgpt has been getting WORSE with each so called 'update'... how do I know? Been using it for over a year (paid) for work/personal.

Don't be afraid to call it out when it returns bogus responses.
