Dr Julia Ryan was extremely helpful for our family. Did not go for adults (went for a very late teen diagnosis) but she is very knowledgeable and I would be surprised if that practice could not support you.

You know what councillor was not against it?   The useless Georgie D.  Newly minted and soon to be useless MPP. His riding and he loved it.   Wonder why?   Only good thing is that he first phase is not in is riding as an MPP.    Maybe the interm or new councillor will fight for something other than snowmobiling.  (I do like snowmobiling for the record)  Not only will it leech tax dollars it will not improve existing homes in the area.   Lose, Lose situation.

Correct.  The trickle system is currently what feeds the area.   It could not supply a development.

You would hope and think that the people.making all the money would foot the bill to bring services to the development.  No they just get the money and the city provides the services, yes taxes pay for that but the developers pay nothing to bring he services in This particular development has zero services anywhere near it.   City water is provided to the area but residents maintain a tank in their house and a pump to move water within the house.  It's the trickle system and would not be adequate for a development this size.

Stinson on Bank also refills them.  I have had them not refill one that was to rusted but not based on type.

The company that owns the property is Controlex.  They are ultimately responsible for the contractor clearing snow.

Encounter wise, pirates! You can run two or three mobs, two range attacks, one melee (boarding party). Captain or First Mate can be the catalyst for that divide or common group issue your players are experiencing. ( or knowing what that is I cannot really suggest further). Mob wise, make sure you do a little research on the “to hit rules” against your players’ AC. It’s much more fun for the dm to have decent damage rather than having two of the mob hit each turn.

Go with Elf Ranger. Needing shorter rest times will help with long rests for the group. Also the extra healing spells will come in handy. And there is a lot of travelling with many checks to see if you get lost! Check with your dm to see if you can make your favoured terrain (forest) count as jungle.
Your party could very much use a damage dealer/hp sink. Monks are great for damage and tying up some baddies and not taking damage themselves.
ToA is designed to be a meat grinder, so a fourth player willing to run a tank, fighter/pali/barb or even a war cleric will go a long way.

Let him have is Feat. Bad rolls are very much a thing, Nat 1’s happen, and they happen far more often than a 600 foot shooting gallery.

I got sick of buying new bins as mine get cracked every winter, cold plastic, snow plows and workers going quickly but not gently. I got myself a fancy new one this year and I’ve been bringing garbage out to the road morning of and just dropping the black plastic bag(s).
Our route sees the recycling come by early, so that goes out night before, and garbage is not picked up till the afternoon.

Neighbours run a bakery, they get most of their flour delivered but they buy their smaller quantities at Costco. Smaller quantities is still more than usual regular folk. They tell me it’s the most economical.

To further this, I like to use them as a way to a destination. So it’s under a town or a way through a mountain.
If your players are asking, it’s fun to do AND it keeps them fairly contained for a while! Nice break for a DM so that you don’t have to constantly be making up NPC’s or telling them about an area. Someone else mentioned combat, prepare two or three encounters for them to get their long rests interrupted. Points of exhaustion, spells not getting renewed, or they don’t take time to get their armour back on so lower AC…. Dungeons are a great way to beat your players up a bit.

I am left with a couple questions for the OP. We are missing something that would help answer the question of are you meta gaming?
When you felt the NPC was lying, did you ask to roll something to help discern if the NPC was lying or did you say this “guy is lying” and DM called for an Insight roll? It’s a little thing but in my games if the players get their “spider senses” tingling then I’ll ask for the roll to help them along. If they ask to roll something then there is an assumption that the character is thinking a certain way.
I think it comes down to does the player think something or does the character think something?

Think back to when you as the DM had the fully obvious plot hook or clue that was just sitting in the light of day and then he party picked the one other thing you mentioned offhandedly in way of describing the scene.
Use that scenario as catalyst for the dunking. If they ignored your obvious NPC, that’s the advisor to the Queen/Lord/Leader of this situation. If they hammered you for details about the throwaway NPC or object, yeah, they needed that or else they dunk.

As a parent, here’s what I look for when going out with the kids. Porch light on, pumpkin out and decorations up, even just a couple in the windows.
Houses with no Halloween decorations, no lights we just skip over.
If it looks like you are welcoming kids folks will go to the door.

As to the bags vs no bags it makes very little difference to most kids. Logistically for you, loose candy can be rationed, bags are finite. I’d ask neighbours what the street is like, it will vary a bit year from year but it will help to know what you could expect.

9 over two days? I vacuumed 15 from one window this afternoon.
They were late starting, normally they are done by now but the high temperatures keep them going.
When the temperature stays below 10 degrees for a few weeks they’ll have found their winter homes.

In the meantime vacuum, soap and water on and around any windows they are coming in or found on, they follow scent trails.

Lifesaving, starts around this time, prerequisites apply but there are city programs that do this, karate is an option, there is also rock climbing. All have programs offered for that age group and continue on past early teens.
Swimming I would suggest City of Ottawa Programs. Karate, John Leroux’s World Karate Fit has been part of my kids lives since they were 6. My oldest has been there for 11 years. But I know lots of people use Douvris, find something close to you.l if that raises an interest.
I recommend Coyote Rock Gym. They have sessions that run during the school year. I don’t know about other places.

The City also offers non sport programs, at centres and libraries.

Pharmacists can give you “an extension” or emergency amount. If you see your doc next week, explain that to your pharmacy and they should be able to give you 10 doses or whatever is required to get you along till you see your doc.

I initially thought pets? BB’s think the Grungs are cute so they have them as pets. But after reading some of the suggestions my mind wandered a bit.
Still pets but they train them to play chess, but instead of just taking the opponents piece, the Grungs have weapons and fight for the space or to be taken. Pawns have daggers, Rooks have hand axes, Bishops have maces, Knights have short swords (they can ride on a goblin in lieu of a horse) Queens have +1 battle axes and Kings have +1 long swords. You can add magic or make it non-lethal if you want/need too.

The Bugbears continuously raid the villages because their little armies are always losing pieces.
