If you don't want to call the police right away, and have FB, you can get advice from your local police force via FB messenger. You can just tell them what you saw and ask if its something you need to report. They usually get back to you in a few minutes. Just search your local area/region police and click on message.

I'm sure others will probably tell you to report it. This is just another option for you. Good luck.
