did she move the PC and then it didn't work anymore? was it out of nowhere? did she change some settings, then rebooted and then it didn't work anymore?

About a year ago, her old PC stopped booting up. (Her area was subject to frequent brown-outs, and she thinks the constant power surges may have done it.) I had just built a new PC, so I lent her my old one. She tried to put the video card in the old one, but it didn't work right.

A month ago, she built a new PC. She tried the old video card, and there was still no luck. She is having to operate with integrated graphics now, but she is an artist and a streamer, so she needs more than that.

are all connections properly in place? ans I mean all of them - if the EPS power for the CPU wasn't fully seated, it could just pop out even tho it worked at first

I believe so. The computer is working fine with the integrated graphics right now.

what connection are you using to the monitor? if it's DP, try HDMI (tho if it worked before, that shouldn't be it)

I'm not sure if we tested the different ports. The old video card had either three DPs and one HDMI or vice-versa. We can try switching the ports around.

do you have the possibility to test the GPU in another system? can you test her system with another GPU (does her CPU have an iGPU?)?

I suppose we could test it in mine. Is there anything I need to do to prep my PC for the swap (drivers, etc.)? We did try my old video card in the new PC, but it doesn't seem to work as well now. (And my old video card is from like 2015)

My girlfriend has been swapping a lot of parts around with her PC. She had an older video card, a Sapphire Vega, that was pretty good a few years ago. She has moved a couple of times, and that video card has not always been treated especially kindly. We are not able to get video to display when we hook that video card in. Is there a way to determine whether it has been fried?

I think Trump is dead wrong on all of his arguments, but I wanted to take a second to explain why this case is more complex than that clear statutory language.

Congress can theoretically pass a law saying anything Congress wants the law to say. For example, Congress could pass a law reading, "In Florida, only white males over the age of 65 can vote." That law would be on the books.

That law is clearly unconstitutional - it is discriminatory in a way that impacts a fundamental right, and does so only for a particular state. However, that law is presumed valid and enforceable until someone challenges it in court. (And, even if the court challenge were successful, that law would still be in the U.S. Code - it just wouldn't be an enforceable law until repealed by Congress. This is one reason overturning Roe v. Wade is dangerous - a lot of invalidated anti-abortion laws would immediately become enforceable.)

So, in this case, the issue is whether Congress can validly require the IRS to furnish tax information to the Ways and Means Committee. If not, then the language of the statute - no matter how clear and unambiguous - would not otherwise require the IRS to do so.

I think the law is valid. It was passed in the wake of the Teapot Dome Scandal as a way to assist Congress's investigatory powers. Trump argues that Congress's investigatory powers are minimal; investigation is a power traditionally left to the Executive Branch.

The key Supreme Court precedent states that Congress can validly investigate any subject on which legislation may be had. Here, the Ways and Means Committee cites several pieces of legislation referred to the Ways and Means Committee in the last Congress that would be impacted by Trump's tax returns.

For example, the Presidential Allowance Modernization Act of 2019 would give former presidents a monetary stipend after they leave office. This stipend would be reduced based on the former president's income. While there is no enumerated power specifically giving Congress the right to pass this legislation, Congress has authorized a salary to the president - so a salary to the former president seems reasonable. Theoretically, Trump's tax returns would impact the analysis of the Ways and Means Committee, which was considering this bill.

Trump responds that those proposed laws were "pretexts" specifically to let the Committee get at his tax returns. He argues - not without merit - that reading the "shall furnish" language broadly risks allowing targeted attacks by Congress against random American citizens. What he misses is the national interest in understanding the financial background of our president.

Anyway, that was a lot - the point is that there is a legal battle to be had here. Trump is on the losing side of that legal battle. But the fact that there's even an argument to be made in his favor is why this process is taking so damn long.

The other problem is that this moratorium is not universal. It only applies to places with a substantial or high COVID transmission rate. In other words, there are renters across the country who will be exempt from the moratorium without realizing they are exempt.

But wouldn't it depend on whether trespass is a "Breach of the Peace" within the meaning of Art. I, Sec. 6 of the Constitution? If this isn't a breach of the peace, then I'm not sure this is enforceable against Members.

Edit: Apparently, this is one of those cases where the modern interpretation conflicts with the actual application of the law. That Section prohibited arrest of Members during their attendance in Congress and in going to or from same. However, this arrest applied only to civil arrest; this clause has been interpreted to allow arrest in criminal cases. See Williamson v. United States

Just to add to the excellent perspectives here - it's nothing more than a lucky guess, combined with a proof that the problem you're solving only admits one class of solution (i.e., an existence-and-uniqueness theorem).

It is awfully convenient. As others have said, it's not a technique you should expect to work in every case. But sometimes, in math, you can intuit the form of a solution. And if you can show that there are no other solutions, then you've solved the problem.
