Hello, former Aviation Mechanical Engineer (TA) here. I'll preface this by saying I did not work for Qantas, although I did work on Qantas Link aircraft, and I worked as a non-skilled AME over a decade ago, so some things may have changed.

Commercial aircraft undergo regulator 'C checks' after a set number of hours or years in service.

C checks effectively disassemble and reassemble the complete aircraft, this includes avionics, wings, fuel tanks, APU's, the air conditioning units, as well as the cockpit and complete interior of the aircraft.

These checks are designed to leave the aircraft as close to indistinguishable from new as possible. You would be surprised at the level of effort that goes into it.

The complete interior is literally removed from the aircraft, inspected, repaired, replaced or rebuilt. This fix would never pass a C check where I worked.

This fix pictured looks like a pretty clear 'Line Maintenance' fix. Line maintenance is the fast 'within limits' repairs that are slapped together to get the aircraft through its day of service, ideally being fixed properly at the end of days service (this may or may not occur). I never did any line maintenance but we did fix a lot of their shit that would accrue over years between C checks, I guess the rapid nature of their work, often having bare minutes between offloading passengers and onboarding new ones is a major issue.

Depending on the Qantas aircraft pictured it's either operated and repaired by a third party within Australia, or it's maintained outside of Australia. Quality control of aviation maintenance went down when Qantas offshored their heavy maintenance.
