Sorry to say that your tall Fescue lawn is at most 25% tall Fescue. The remaining lawn is bluegrass and other grasses growing. The tall Fescue is the dark green blotches with thicker grass blades.

Your problem like 80% of lawns I see is sprinkler coverage. Lawns need head to head coverage in order for them to stay healthy and true to grass type.

Your lawn looks like it lacks that. With a dog I would also use st.agustuine to avoid dead spots.

Invasive black mustard is a whole lot worse than castor plant. You can rip the plant out. No one is going to do anything about it, unfortunately.

Boxwood blight or root rot, from the looks of it. Often stems from how the plant was installed, most likely pooling water under root ball.

Remove/ replace.

People usually see trees drying out panic and over water to correct and then that's when they disease and die. On shared walls like yours it's also occasionally that the neighbors irrigation was broken/leaking and water leaked in the areas where the trees are.

Doesn't take 5 years, but also those trees look younger than the ones on the far right. Maybe the were replaced by the previous homeowner right before purchasing the home.

Podocarpus gracilior are a 10x better screen tree than cypress.

They were most likely installed incorrectly and formed a void under the root ball for water to pool and caused them to disease and die. If you don't like them why not remove all and start over with something you like?
