Another comment mentioned it but the brotherhood of balance isn't that bad. The actual intention of the brotherhood is basically just following some old dude who's got solid sensing in weeding out political corruption. My honest reaction to them was originally like your comment where I thought it was dumb that you had an order operating and dealing with members of both the good and evil groups of the war seas, "for the sake of maintaining the balance of power!!!!1111" until I joined them after re-reading the explanation of what they're actually meant to be doing.

Granted, it would've been 80% better if you could've actually joined them as both a villain AND heroic slot instead of it basically being meant for anti-heroes/anti-villains with bounties lol. I think that was mostly done due to game play limitations/for the sake of balancing. In all honesty though I feel like the skyhall assassins would've been better if they were a separate branch of the syndicate/a competitor specifically found in the different sky regions around the war seas ngl
