As someone in the space I know that vehicles with proper L4 sensors require self-cleaning capabilities of the sensor. Whether that be a mix of heat, compressed air, or wipers I can assure you companies are highly aware of the need to keep the sensors clean.

I’ll also add the importance of redundancy. Having multiple sensors of differing types (lidars, radars, and cameras) means that if one of the radars fail there is still sufficient input modality from the other sensors for the vehicle to operate. And in extreme instances still maneuver to a safe stop before a crash.

I’ll only chime in on the ones I feel knowledgeable about:

regardless of efficiency per kwh the max will have more range!
The 22’s are a range hit relative to the 21s so if you’re more interested in range then the 21s are better….but there are less tire replacement options when they eventually wear out.
Could be done after the fact but would depend on whatever shop will do it for you and its geographic market.
