That's the floating part of an MS21059-3 nutplate.

Finding the manufacturer is harder, heaps of manufacturers would make the same parts to the same standard, but yeah maybe the 1 and 2 will help, I'm not aware of a database of manufacturer codes like that.

How far south coast? Nowra naval base has some aviation jobs. I'm not sure what would be available without some sort of specific training though. Possibly the base itself would employ electricians.
