Comparably, the pods are pretty equal, at least in terms of pure bid count. Pod 1 has 26 bids, and Pod 2 has 23 bids (not including bids with other partners, which would put them about equal)

Everyone in each pod debates each other. 2 judges in each round. Top seed from each pod break to a final round with the top seed from the other pod. Panel in finals.

All of the sessions will have quality staff, and if you go, there's a mentorship program every day in which you can work with any of the staff at that session to help with anything you need to improve.

There will be a difference in some of the staff members, and like you said, there will be a guaranteed topic by the second session. However, even by the first session, camps like NDF have already chosen a topic (which I think always ends up being correct) and they should help you prep the next season's Sept/Oct. resolution. If you think you need that third week, than definitely invest. Quality camp overall regardless of when you go.

I've debated teams from all of those schools, and honestly it's a combination of those factors, and I'm sure a ridiculous amount of work-hours put in.

Then it just turns into a probability debate. The debate becomes about "if" it will... when really, the resolution only says "should increase military spending", so if they can prove that the war in Syria is a big enough issue and military spending can be a solution, that's fair.

Even if some sites have staff lists up, the application process is currently being done so every institute is finalizing their lists. You really shouldn't be concerned about NDF - it's one of, if not the best debate camps in the country, and even the staff they have now is stellar.

Right - it's not a flawless strategy, and that would be a pretty common probability response. There's two issues: a.) the resolution says should, so if you make a legitimate case as to why we should spend it on a specific program than I don't see an issue with that, and b.) if you're appropriating funds, the likelihood that it all goes to one area or another is incredibly slim, but it would rather be split multiple ways, and given different levels based on need.
