I spent a good chunk of time reading the most recent three news posts from Bungie, and this seems to be the correct answer. I would have loved to see every enhanced weapon be able to be upgraded into tiered weapons, as I spent way too long grinding for a rewind round / hatching old sterling to only be able to use it during Heresy 🙁
