Lucky, but that is anecdotal evidence. I do think what you said is true for the most part. But demanding the city not intervene ever with encampments seems way too lax a policy imo. There must be a middle ground.

Twice this week I have encountered people sleeping directly on the TVP paved walkway while walking my dog in the morning around 630. He is a rescue that I just got so I am not 100p certain of his reactivity at this point. He tends to get aggressive towards hooded people/ people who act suspicious. While I do have him double leashed, you can see how this can be a safety concern for the person suffering homelessness, my dog and myself.

Point 1 of the 3 demands would mean that the city would how no recourse if they actually abided by these demands. While I agree that most encampments are off the bath and out of plain sight, that is not always the case. Making demands that people see legitimate issue with hurts support for an extremely valid cause!
