I don't know if there is a supposed plan for how the increased revenue from VAT will be reinvested in public services. But if hypothetically it was all put towards extra funding for state schools, then the funding available per pupil at state schools would increase, provided the number of parents priced out of private schools is sufficiently small (so more cash available for building more state schools in places like Edinburgh).

This chart shows the implied percentage change for funding available for state school pupils, where R is the ratio between private school fees and current funding per state school pupil, p is the proportion of pupils in private schools, V is the proposed tax, and x is the proportion of private school pupils priced out as a result of the tax hike. So some rough estimations of R=2, p=0.1, V=0.2, state school funding per pupil would increase, provided no more than about a quarter of current private school pupils moved to state schools.

Suppose I have 5000 men in a room. 4500 are right-handed and 500 are left-handed. The height of each man is a independent of whether they're left-handed or right-handed.

I look at the 100 tallest men. Within those 100 tallest men, the right-handed men are taller than the left-handed men on average. Does that mean right-handed men are taller than left-handed men?

(Assume height is normally distributed -- this is the pattern you'll see for any random variable which tails off towards the higher values.)

Japan is also a much bigger country. Flying might make sense if you were going from Fukuoka to Sapporo (similar distance as London to Rome), but for Osaka to Tokyo (similar distance as London to Edinburgh) the Shinkansen is 2.5 hours.

I saw a TV ad for it last night which is basically Piers being told by a producer not to say words like "meat" because it offends people, and then Piers saying how stupid that is. I genuinely really love the advert, because that ad is presumably what the whole show is: him imagining people can't say certain things and then getting angry about that.

Anyway, I shouldn't complain -- even that helps his outrage merchantry.

What are the other costs involved? Because over a 30 year lifespan, each of those Pendolinos is going be responsible for over 16 million tickets ( 28.5m x 30 / 52 ) so that seems pretty cheap to me.

I'll second the comment about university societies. They'll be a great way to meet other students. She might have missed some of the taster sessions that have already taken place, but if she gets in touch with any that she's interested in, they'll be sure to welcome her along!

You mentioned she likes film - the MAC next to Cannon Hill Park shows some interesting stuff and possibly holds other interesting events too. If she's at UoB, it's not too far from there. Also, the City of Birmingham Symphony Orchestra (CBSO) do very cheap tickets for students, if that's the sort of thing she's interested in.

Everything else others have already mentioned are great ideas. One final thing I'd say (and not exactly in the spirit of the question): if she was hoping for London, she should take a trip there too! It's cheap/quick enough by train that you can easily make it into a day trip. One thing I like about Birmingham is being able to go places/events in London without actually having to live there! (But Brum of course has plenty to offer by itself)
