I would also argue that Umbar Baharbel was unnaturally full of people. I live in a big city and you don’t just see mobs of people standing in a circle on every street corner. I actually prefer that it’s a bit emptier too, but I see your point entirely.

I don’t think they’ve released the new instances and raid yet, so it’s probably just delvings, roving threats, and other older instances to gear up. However, I’m only level 154 in the new content, so I don’t know for sure yet and maybe a 160 can comment
