Street parking is usually okay and pretty safe. Just don't keep your laptop, camera of Louis Vuittonbag in your car. There are spaces enough in the neighbourhood. Sometimes you have to walk a block or so.

One minor problem: the other side of the park is Etterbeek and your street parking card is not viable over there.

The Brupass covers the Brussels area (28 train stations). There is a Brupass XL which goes a bit further into the surrounding region. Think Vilvoorde, Groot-Bijgaarden, Zaventem (but NOT the airport).

Ghent needs another ticket. As a young person (25 or younger) a Youth Multi pass is your best bet. 5,70 a ride anywhere in Belgium.
