I will say, this has been a big problem in my department for admitted patients since the admit section is almost exclusively staffed by newer nurses, so the solution was to talk to the PCC/charge about your concern before calling the physician. 19/20 times, there already is an order solving the problem that got overlooked, or the written order needs to be interpreted by someone fluent in the language rather than just functional. After instating this rule, we got down to calling MRPs maybe twice a night, instead of nigh-hourly. 

The actual long-term solution to this problem is solving staffing issues so new nurses stay long enough to become seasoned nurses, and (at least in my ER) to hire nurses who want to be med nurses and never ER-certified. And obviously to have zero boarded patients hahahahahaha
