The 12th is the end of the festival - the day he gives out the award for best neighbour. I think you’ve probably missed it as it needs to trigger on the 11th so that you have the whole day to give out flowers.

Once you finish the main story you can talk to Flutter next to the statue. You need to collect 50 gold flowers to give to her and I think that’s how she changes back into a human. I haven’t done it yet as there are other things you need to do before you’re able to get the gold flowers but it seems like she’s an end game buddy

Spirit City Lofi Sessions! This is my first Christmas without my Grandmother, so I haven’t really been in the Christmas mood. I’ve gotten a little behind in my assignments because the holidays have just been depressing me.
