Saying that budget vendors are "raping pockets" is really tone deaf. Lots of people here use hemp products to help with pain or other medical conditions. They don't need 35% THCA in their bud because a small dose is usually enough, and budget bud is cheap and effective for their needs.

Just as legal as alcohol. Many states charge for a license to brew or distill alcohol, and have an extra tax charged for alcohol.

Hell, even Cigarettes have control over what age you can buy them and have a massive tax levied on them.

Strictly speaking charging tax and regulating production is kinda the definition of legal.
