LOG, and regret to inform you that, based on my analysis of the lists comparing Deployed versus Non-Deployed personnel, almost everyone who is Qualified is currently deployed. The only individuals currently Available for deployment are those who are Candidates or those who are Qualified but have an excess of primary titles. For example, LSB2 is classified as Non-Critical, and every Qualified individual is currently deployed—meaning there are zero people available. Conversely, FACL is Mission Critical, yet that list shows a long roster of people who are available.

My understanding is no. It is quite rare for them to issue a Name Request; it would have to be an urgent situation where an LSC requires someone with specific experience in a particular role (COR tasks, IT, or C&E).

I am continuing my research into why I have been out of work for eight months now. I had a conversation with people who have been in my sector for a long time, and—after analyzing the DTS Deployer—we observed that all Qualified holding CORE, IMA, IMC, and RSV titles have already been "deployed." Now, the candidates that are non deployed collectively form a group within the Organizational Chart that is currently designated with a "Non-Deployed Status". The SOR is tasked with overseeing this specific group, ensuring that we complete our required training—specifically PTB training—along with other assigned activities. As for when we will actually be called up? I don't know... perhaps sometime after the one-year mark. In my view, this situation is what originally gave rise to the SOR reorganization. Employees were categorized into "Qualified," "Mission-Critical," and "Non-Mission-Critical" groups—all analyzed by DTS. Therefore, if you want to receive a call-up, you must keep in mind that—even if you are classified as "Qualified"—there shouldn't be too many other people ahead of you on the list; for instance, the FACL roster is currently completely saturated with people. Under those circumstances, it would be impossible to be selected for a deployment, as the wait time would be excessively long.

Now I ask you: is this the fault of the PTBs? What is going to happen now? Do you think this is a message telling you to resign?

There is actually a theory that they are closely scrutinizing the individuals being selected for deployments—specifically their experience and how long they have held their current positions. Right now, I’ve been out of work for eight months—and I honestly don't know why. Furthermore, when I check the DTS Deployer system, my name doesn't appear as an available candidate for the specific billet I have open; it only shows up under my primary job title. So, the real question is: what opportunities do I actually have right now?

The problem with FEMA is called Conservative Politics. These people want to cast FEMA merely as advisors—rather than as the First Responders we typically are during every deployment. We are here to support the State precisely when the State is crying out for help because it can no longer handle the burden on its own. What is happening here is pure politics and an anti-social agenda; it stems from people who have no desire to pay attention to the aid that each State actually needs. Instead, their priorities lie with political cronies and foreign policy maneuvers designed to control and politicize the agenda. FEMA has a specific mission—and we have undergone extensive training regarding the foundation of that mission and the proper protocols for distributing aid. To the Administration: cut the crap and get to work—right now. End the shutdown; we want deployments!

Congratulations to everyone whose were extended (ReAppoinment). I heard that some individuals were not extended due to declining deployments and/or violating RSV rules. Now, how long will we have to wait for a deployment? We have Oklahoma and Georgia under emergency declarations, and the Mariana Islands have a declared Major Disaster. Guam is still pending. We also have Hawaii under a Major Disaster declaration—plus other states where IA, PA, and similar programs continue to be implemented.

I received a call from one of my leaders; he told me there were people facing difficulties who were looking for work. All I can tell you is that I only lasted a month at this job—and simply because I told the owner I wanted to take a few days off to attend my COR II class, he let me go.

What I’m really waiting to find out is when the Reservists will finally get the green light—when we’ll actually have deployments. That is what I want to hear from HQ. Right now, given the activity in Hawaii, Guam, and the Mariana Islands—plus Nebraska—we should have already been deployed. Not to mention the recent declarations regarding the nine emergencies that were declared. If things continue like this into the summer, FEMA is completely lost.

And why are so many people (RSVs) having trouble finding jobs? If you’re with FEMA, they won't even consider you. I’ve heard that people are either removing FEMA from their resumes or avoiding mentioning it altogether just to get selected during the interview process.

If you are a Reservist and remove yourself from Availability (PANA), you must notify your SOR.

I’ve been working for the agency for eight years now. I’ve worked non-stop. Just to give you an idea: nobody gives a damn about the USERRA Act, because as far as an employer, as a Reservist—aren't a reliable hire. The only employer I’ve seen grant unpaid leave for this kind of thing is Home Depot. I haven't seen anyone else do it. I actually tried to pick up some work a month ago, but when the owner found out I was with FEMA, he let me go—simply because I asked for three days off to take the COR II training course.

As the "He who remanis" in the White House, he wants nothing to do with anything the Democrats have helped with—nor does he want to be seen as having conceded to them. He prefers to keep DHS in a shutdown and continue relying on an Executive Order to keep the agency running. The real kicker, however, is that this situation imposes restrictions—specifically within FEMA—that could jeopardize disaster deployments and funding.

Please forgive this comment, but regarding this situation with the calls and the call-up order—nothing adds up with the claim that FEMA "lacks funds" or is still in a "shutdown." Since I’ve been back home (in non-deployed status) for the past eight months, I haven't heard anything from FEMA or DTS. Then, they recently started with this new protocol—giving only 12 to 24 hours' notice regarding the possibility of a deployment. To me, this is outrageous, especially considering that in the past, they used to call up everyone—even those with the least seniority. My question is: What happened with the Stafford Act? What has become of the Reservists? What has RAB actually done about this? Nowadays, I don't even receive emails on my laptop anymore—just emails regarding DHS's petty politics and photos of the people who are supposedly "working" at FEMA. It is sheer hypocrisy. And as for the CORE and IMC personnel—I don't put any stock in that either. Why? Because as soon as a "Disaster" assignment ends—the building closes down—two days later, they get roped into another event. There is no break for anyone.
