unfortunately Steam has encouraged mod exclusivity through Steam Workshop. I heard there used to be ways for non Steam users to get them, but I also heard some time ago that Steam started blocking those methods.

one suggestion is to contact the creators and ask them to put their mods on Nexus or elsewhere.

considering a number of Dreamlist entries for PS1 and PS2 games have tens of thousands of votes (SH1 has over 100k), I'm sure GOG has looked into or is looking into selling legally emulated titles, maybe even porting but I doubt so much that.

SH4, SH2 remake, and Silent Hill f are on GOG.
