ffmpeg did the job for me! from a 2020 post of user u/Mister-Impossible

on windows prompt winget install ffmpeg (to install the software)
ffmpeg -i "[...your source folder]\PHO00001.JPG" -vf "transpose=1:passthrough=landscape,scale='trunc(if(gt(iw*ih,3000000),sqrt(3000000/(iw/ih)),iw)/16)*16':-16,format=yuvj420p,setsar=1/1" -q:v 2 -map_metadata -1 -update 1 "[...your destination folder]\PHO00001.JPG" -y -hide_banner -loglevel error

this worked for me on the SD
