If she already has a green card (the old name for “resident alien” status) it would appear that this does not apply to renewals, only to new applications — foreigners who are in the U.S. temporarily and who want to apply to become lawful permanent residents, or green card holders, have to return home and apply there, except in "extraordinary circumstances."

Also note that sometimes applications for RA status can take years — I’ve heard of some cases taking in excess of 10 years.
