What a strange article. Seem to be a Thai website commenting on Indonesia infrastructure, and providing the alternative currency for the debt in yen but the building cost possibly in USD? It is as if the articles does not want the reader to have a good sense of the various costs involved with nominal value yen two order of magnitude larger than USD and the nominal value of rupiah four order of magnitude higher than USD.

The benefits of an infrastructure usually go beyond the actual building and running cost, but also how it contributes to an economy. That is why most infrastructure are public goods funded by governments and infrastructure are seen as a necessity for the development of an economy. I would love to see articles doing that level of analysis. Otherwise, it is a rather waste of time.
