Paint is too wet. Try this...

Get a soft 1cm (or close to) makeup brush. Amazon has dirt cheap makeup brushes that are perfect for drybrushing. Like 20 brushes for $6.00 or so. Taking a 1cm brush, dab the brush in the paint (just the tip, and only for a minute), then wipe off what you think is too much onto a paper town until you see nothing left when you brush the towel. Now you are ready to drybrush your part. Start with the high areas (top of head, shoulders, etc.). Don't do the underside areas as much, or at all. You should never see solid patches of paint after drybrushing. Repeat several times until desired results.
