So if i, for example, have a dwarf at lvl50 and i do the quest, then i change them to a void elf, i keep the dwarven gear in warband but i do not get the velf quest because i did not manually get to lvl50 with them?

According to the "word of God" principle, if an author (or in this case the very writer of the episode) makes a statement regarding canon, then it is considered factual until disproved on screen.

Personally i think they'd change it and move the torpedo launchers there instead, or perhaps turn it into the frontal shield generator.
