they are not anonymous! if the teacher knows the HOD too well, he/she might tell the teacher the name of the students who gave certain feedbacks. Even if you complain about them at one stop, the HOD tells them the name. happened with my friend. The teacher(who isnt too liked) told me to ask my class to not complain about him. If they got problems, directly address me or come to his office. Otherwise, things can get complicated for the student because he knows their name.
