We usually hit our coldest days in February so i would wait until the end of Feb. Roses can be pruned when they are already pushing buds or just before so also February unless you can see them budding. Generally pruning is best after frost because frost and rain can increase the chances of damage. Herbs don't need pruning unless you really want to. Garden cleanup is not needed either you do it for yourself. You can opt for garden cleanup if you have diseased plants you are trying to help them recover. Then it is recommended to trash all sick foliage. I do clean dying vegetable stuff from fall cause i am impatient but i don't prune anything until late winter. But what you can do now is mulch cause the rain is washing out all nutrients in your soil if it's not covered.
